Statute of the international competition ‘Unlimited possibilities 2021’
1. General regulations
Mission: To make the world more accessible for people with disabilities with the help of innovations.
- To discover gifted and creative young people.
- To contribute to the development of their innovative projects, as well as help employ, taking into account the results shown by the participants in the competition.
- To develop and support the best innovative projects that aim to improve the lives of people with disabilities.
- To hold all the stages of the Competition.
- To prepare the authors of the best projects to participate in the finale.
- To held the final event of the Competition.
- To establish a database of the best projects.
- To create an after-support program for finalists of the Competition.
1.4. The founder and organizer of the Competition is the Autonomous Noncommercial Organization "Information Technology Development Center ‘IT – Planet’”; Taxpayer Identification Number (INN)/ Tax Registration Reason Code (KPP): 2308980846/230801001; address: Russia, 350004, Krasnodar, Severnaya str., 286, office 204.
The co-organizers are:

Russian public organization ‘All-Russian Society of Disabled People’
1.5. This Statute establishes the principles of organization, holding and summing up the results of the Competition.
1.6. The Competition has 5 categories for nomination.
1.7. The official website of the Competition is accessible on the Internet via the link: upcontest.org (hereinafter referred to as the ‘Website’).
1.8. Registration, collection of decisions and works of participants, communication with participants and their representatives, assessment, as well as additional information publication is carried out on the platform of innovative competitions braim.org which is accessible via the link: https://www.braim.org/challenges/neopossibilities-2021 (hereinafter referred to as the ‘Platform’).
1.9. All the projects submitted for the competition in all categories for nomination must include and/or be created with the help of and/or use one or more of the following technologies: information, innovative, robotic, mechanical engineering technologies.
1.10. All stages of the competition are held online.
1.11. Participation in the Competition is free of charge.
1.12. The Competition is held in Russian and English.
2. Organizational structure, management bodies and their remit
2.1. The main management body of the Competition is the Organizing Committee (hereinafter - the OC or the Committee).
2.2. Members of OC can be the managers and employees of public professional organizations in the field of information, telecommunication and technology innovation, commercial companies working in the ICT sector, government representatives.
2.3. The Chairman of the OC organizes its work, moderates the meetings of the OC and performs all the necessary representative and other functions on behalf of the OC in accordance with this Statute.
2.4. The Chairman of the OC of the Competition ‘Unlimited Possibilities 2021’ is the Chairman of the Management Board of ANO "ITDC ‘IT-Planet’" Sergey Shalashnyi.
2.5. The following issues are within the sole purview of the OC Chairman:
- Amendments and additions to this Statute;
- determination of the size, term of office of the OC, election of the OC members and their dismissal;
- choice and approval of categories for nomination and competitions;
- conformation of the composition of the Expert Council of the Competition;
- approval of the list of winners and prize-winners of the Competition.
2.6. The OC members must be guided in their activities by this Statute.
2.7. With the view to developing the participants’ decisions’ verification methods for each category, as well as to verify the decisions of the OC, the Expert Council of the competition is formed. The Expert Council includes employees of the Partners of the competition ‘Unlimited Possibilities’, ANO "ITDC ‘IT-Planet’" and leading experts in the nominations.
The Expert Council performs the following functions within the framework of the Competition:
- checks the participants’ work;
- offers the OC the candidates (winners and prize-winners) for the award in the announced categories for nominations;
- consults the participants before the final stage of the competition;
- Submits to the OC proposals on improving the Competition;
- participates in the methodology development of conducting and criteria of competitive tasks assessment.
3. The organization structure and realization of the Competition
3.1. All stages of the Competition are held in the period from February 1, 2021 to May 31, 2021.
3.2.1. The Competition is open to the individuals ("Participants"):
- students studying at Universities and secondary vocational education institutions in any country of the world;
- graduates from any country in the world.
3.2.2. Age limitations for the competition: the participants must be aged between 18 and 35.
3.3. Competition program.
3.3.1. Categories for nomination:
- Rehabilitation (treatment and rehabilitation of impaired body functions);
- Prosthetics Plus (replacement of lost body functions);
- Accessible environment (removing barriers in urban and home environments);
- Internet without borders (removing barriers to the use of Internet resources);
- Ecology of life (fight against environmental pollution, the problem of waste disposal).
3.4. The procedure and terms of registration.
3.4.1. Registration and participants’ area of responsibility.
184.108.40.206. An individual who wishes to participate in the Competition and fulfils the conditions of this Statute must apply for registration from February 1, 2021 to March 31, 2021 on the Platform.
220.127.116.11. All individuals who have registered on the Platform and submitted an application form for participation in one or more categories of the Competition are considered participants of the Competition. Each participant has the right to register on the Platform only once.
18.104.22.168. The Participant is responsible for providing correct information about himself/herself. In case of providing false information, as well as in cases of violation of this Statute, the Organizing Committee has the right to disqualify the participant at any stage of the competition.
22.214.171.124. The number of participants is not limited.
3.5. Stages and rules of participation in the qualifying stages.
3.5.1. The Competition is held online in three stages: registration of participants, qualifying stages and the final stage. The stages are carried out within the general established deadlines:
- Registration of participants - from February 1, 2021 to March 31, 2021;
- First qualifying stage - from February 1 to March 31, 2021;
- Second qualifying stage - from 1 to 30 April 2021;
- International final – from 28 to 31 May 2021.
126.96.36.199. The qualifying stages are held so as to identify the best works, projects, and solutions of the teams that created them. The first qualifying stage is held simultaneously with participants’ registration.
188.8.131.52. Teams (registered on the Platform), consisting of 1-4 people, including a consultant with a disability, are allowed (see the paragraph 184.108.40.206) for participatition in the first qualifying stage and subsequent stages. It is forbidden to be in 2 or more teams at the same time.
220.127.116.11. Requirements for the teams formation:
A mandatory condition of the competition is the participation (in the teamwork) of a person with disabilities, as a member of the team (age limit from 18 to 35 years) or as a consultant (without age restrictions); the exception is the category ‘Ecology of Life’, in which the participation of a consultant is not required. The consultant can work with 2 or more teams at the same time. If the consultant does not have the physical ability to register on the platform, he/she can communicate with the members of his/her team in any convenient way.
Team member(s) with a disability can be both members and consultants of their team. A participant with a disability who is a member of one of the teams can not be a consultant to the other team at the same time.
Thus, teams can be formed according to the following principles:
- Teams can consist entirely of individuals with disabilities (from 1 to 4 people). In this case, a consultant is not required.
- Teams can consist entirely of individuals without disabilities (from 1 to 4 people), but in this case it is mandatory to have a consultant with a disability whose problems are solved by the team project.
- Teams can consist of people with disabilities and mobile citizens (from 1 to 4 people).
18.104.22.168 At the first stage, teams need to upload the project idea to the experts via the Platform's Personal Account. The project idea must be designed as an explanatory note and/or presentation in English and/or Russian.
The following points should be disclosed in the explanatory note:
- Description of the problem research;
- Relevance of the idea for people with disabilities;
- Detailed description of the idea;
The document can be accompanied by illustrations and a video clip revealing the idea and work of the team (video time limit: not more than 3 minutes).
22.214.171.124. Requirements for the explanatory note: at least 2 and not more than 5 pages (A4) in PDF, font: Times New Roman 14, for headings: Times New Roman, 16. The explanatory note should include the name of the team and project, the names of the authors and the project consultant, as well as explanatory information (see the paragraph 126.96.36.199.). The document must be in English and/or Russian.
Video requirements: the video must be posted on Youtube or on one of the available depositories and must be available to the Jury members by May 31, 2021. The duration should not be more than 3 minutes. The video must be accompanied by subtitles in the voice-over language.
188.8.131.52 Assessment criteria for the participants’ works on the first stage:
The main evaluation criteria:
- The degree of conducted research elaboration: 0-10 points;
- Relevance - the idea is relevant/not relevant, relevant, but requires additional research: 0-10 points
- Originality of the idea - the idea is original/not original/the idea is compiled: 0-10 points;
- The presence of a video clip: 5 points
The maximum score is 35.
184.108.40.206. During the qualifying stage, teams can participate in the online school. A detailed schedule of webinars is posted on the platform.
220.127.116.11. Up to 50 teams in each category (250 teams in total), whose projects received higher number of points, but not less than 15 points, pass to the second qualifying stage. The results are recorded and published on the Website and Platform.
18.104.22.168. In the second qualifying stage teams need to upload via Personal Cabinet Platform the extended explanatory note, which reflects the criteria of the first stage, as well as economic, technical and other calculations required for the project, opinion (or other) surveys, confirming the relevance of the idea, each participant’s contribution in the development of the project, the production plan (the stages of the project). The team also needs to send a presentation that describes the appearance of the product being designed, as well as information illustrating the data from the explanatory note. An additional condition is the presence of a prototype device at the Minimum Viable Product (MVP) stage – the development of a product with minimal functionality that allows solving the problem.
22.214.171.124. Assessment criteria:
The main assessment criteria:
- The degree of the conducted research elaboration: 0-10 points;
- Relevance of the project for the specified target audience: 0-15 points;
- Innovation and originality of the idea - the idea is original/not original/the idea is compiled: 0-15 points;
- The degree of project elaboration: 0-10 points;
- The possibility of the project implementation and its scalability: 0-15 points;
- Activity and contribution of each team member to the project: 0-5 points;
- Correctness and literacy of the project design (see the paragraphs. 126.96.36.199 and 188.8.131.52): 0-10 points.
Additional assessment criteria:
- Minimum Viable Product (MVP): 0-10 points.
- The presence of a video about the project and the team (within the time limit of no more than 3 minutes): 0-10 points.
The maximum score is 100.
184.108.40.206 Presentation requirements: not more than 15 slides, PDF format. The presentation must illustrate the information from the explanatory note, and not duplicate its text. Additional requirements are sent to the finalists to the email addresses provided by the participants during registration. The requirements for the video clip are similar to the requirements of the first stage.
220.127.116.11.10 teams in each category (50 teams in total), whose projects received the higher points, but not less than 30 points, enter the final. The results are recorded and posted on the Website and Platform.
18.104.22.168. A mentor is attached to each team of finalists. The mentor helps the participants prepare their projects for the final of the Competition. Participants of the competition can refuse the mentor offered to them and prepare for the final independently.
3.6. The International Final of the Competition (hereinafter referred to as the ‘Final’).
3.6.1. The Final is held online and presents the final stage of the Competition. Information about the dates, time and platform of the final is published on the official website of the Competition not later than a week before the start of the Competition.
3.6.2. Within the framework of the Final, it is planned to defend projects in the form of a presentation. Projects submitted by the authors during the qualifying stages are allowed to be defended. The requirements for the defence of the projects are posted on the website in the competition rules section.
3.6.2. In the Final, the teams must present their project to the Expert Council (the online presentation with a video conference connection). 1-4 team members participate in the Final.
The team has 5 minutes to present the project and 3 minutes to answer the questions from experts and other participants of the Competition who are in the Final.
Requirements for the presentation: see paragraphs 22.214.171.124 and 126.96.36.199. The assessment criteria of the project presentation are similar to p.188.8.131.52.
3.7. The Organizing Committee reserves the right to make changes to the order of nominations, to change the date of the Final. The Organizing committee notifies the Competition participants about all changes via e-mail and on the Competition website.
4. The results of the Competition
4.1. The winners.
4.1.1. According to the results of the final stage in each category, the winners are the teams that scored more points in the final stage than the other participants. The winners are assigned 1, 2 and 3 places depending on the results in each category.
4.1.2. The results of each category for nomination of the Competition are recorded in the minutes and are not subject to appeal after the announcement of the results.
4.1.3. The winners get diplomas, medals and gifts from the OC and the Competition Partners.
4.2. Ratings and statuses.
4.2.1. According to the results of the Competition, the participants of each category for nomination are assigned the following statuses:
- ‘Participant of the International Final’ – is assigned to the participants of the Competition who were invited to the final of the Competition and took part in it;
- ‘Winner of the International Competition’ – is awarded to the participants of the International Final, who took 1,2 and 3 places.
5. Funding of the Competition
5.1. The Competition is financed by:
- the Founder's own funds;
- sponsorship fees of the organizers, commercial companies and other Partners of the Competition (hereinafter referred to as ‘Sponsors’)
5.2. The sponsorship fees are forwarded to the organization of the Competition, financing of the OC work and statutory activities of the Founder. The amount of sponsorship fees depends on the participation level of the Sponsor. The levels of participation, preferences within each level and the sum of the sponsorship fee are regulated by the package of documents (sponsorship package) approved by the OC.
5.3. The Co-Organizer is obliged to make a financial contribution in the amount approved by the OC. The registration fee is forwarded to the implementation of statutory activities of OC and Founder, the rest of Co-organizer’s funds and/or raised by him/her additional sponsorship funds are forwarded to the organization of the Competition.
5.4. In case of lack of funding, the OC has the right to cancel the Competition or revise the terms and conditions of its realization at any stage of the Competition, as well as suspend any stages of the Competition until the necessary funding is available.
